Schools across the country are in the process of or have already moved from in-person courses to online courses in the interest of public health due to COVID-19 concerns. For GI Bill students, this change in training modality raises questions and concerns about the impact to their GI Bill benefits and importantly, housing allowances.

What is the impact, if any, to GI Bill recipients when their schools are either closed or has directed their students to take classes online as a result of precautions taken due to COVID-19?

• If the school remains open (virtually, rather than physically), and students are transitioned to pursuit solely through online classes, then benefit payments will be impacted as follows:
  • If the switch from training in-residence to online classes occurs during the term, and the program has been approved by the State Approving Agency for delivery through an online modality, then benefit payments (including the Monthly Housing Allowance under the Post-9/11 GI Bill) will remain unchanged for the remainder of that term.
  • However, for any subsequent terms pursued solely online, the Monthly Housing Allowance (MHA) under the Post-9/11 GI Bill will be reduced to one-half of the national average of DoD’s Basic Allowance for Housing rates for an E-5 with dependents.  The limitations on MHA rates are codified in statute (38 U.S.C. § 3313(c)(1)(B)(iii).

Using Your VA Benefits

STEPS FOR STUDENTS WHO HAVE NEVER USED VA BENEFITS:

• Apply for Admission to the college:
  • Students only need to submit one college application to the San Diego Community College District in order to attend classes at Miramar, Mesa and City college.
  • Students who have not been in continuous attendance for 1 year must file a new application for admission. 

Please Note: The application has two parts and both are required for successful admission. Once students create a CCCApply Account, they must continue to the college application. The CCID (left photo) is NOT the college student number. Once the college application (right photo) is completed an email will be sent with the student number. Call 619-388-7300 if you do not receive a number within 24 hours.

• Apply for VA Benefits:
  • How to navigate the site: Click on the link below > Click Apply > Scroll Down to Education and Training > Click Education Benefits > Read the Directions and click on Find Your Educational Benefits Form

Please Note: We will collect all of the following forms once the student has registered for classes.

• Certificate of Eligibility (CoE). VA processing time is 30-45 days. If you have questions about obtaining a CoE please call VA Regional Office - Education 1-888-442-4551.
• DD-214 - Member-4
• Complete the Statement of Understanding Form obtained from the campus VA office.
• Complete a VA Semester Worksheet AFTER you register for classes. A counselor approved worksheet is required each semester. Please allow time to see a counselor to have this approved.

STEPS FOR TRANSFER STUDENTS WHO HAVE USED VA BENEFITS AT ANOTHER COLLEGE:

• Apply for Admission to the college: (See above section for step by step)
  • Students only need to submit one college application to the San Diego Community College District in order to attend classes at Miramar, Mesa and City college.
  • Students who have not been in continuous attendance for 1 year must file a new application for admission. 

Please Note: We will collect all of the following forms once the student has registered for classes.

• Complete Form 22-1995 or 22-5495 - Change of Training Place or Program by clicking on "Updating my current benefits" under the drop down option.
  • Institution Name: San Diego Miramar College
• Certificate of Eligibility (CoE). VA processing time is 30-45 days. If you have questions about obtaining a CoE please call VA Regional Office - Education 1-888-442-4551.
• DD-214 - Member-4
• Complete the Statement of Understanding Form obtained from the campus VA office.
• Complete the Semester Worksheet AFTER you register for classes. A counselor approved worksheet is required each semester. Please allow time to see a counselor to have this approved.

NEXT STEPS FOR ALL VA STUDENTS

• Complete the Online Student Orientation. You will need your student ID to log-in.

• All previous college and military transcripts are required to be on file AND evaluated in order to be certified for future semesters. The processing and evaluation process for transcripts takes up to 75 days. Students should submit these as early as possible. Please see Transcripts for more information. If they are need to clear prerequisites, they can be hand carried to Counseling (K1-203) but they must remain sealed. 619-388-7840

• Contact the Counseling Office for an Education Plan. An Education Plan must be on file before we can process certification for VA benefits.
