EOPS / CARE

EOPS Extended Opportunity Programs and Services

Miramar College's EOPS (Educational Opportunity Programs and Services) is a state-funded program of support services which are designed to be in addition to other services offered by the college. These services are specifically designed for students who are economically and educationally disadvantaged. Students that have participated in our program tend to outperform the general student population at Miramar College. They earn higher grade point averages and complete more of the courses they register for.

EOPS was developed in the 1960's to address the lack of educational equity for minority students in the public school system and in higher education, This was in response to the activism of minority high school and college students, parents, and community leaders. After much turmoil State Assemblyman Alfred Alquis, from San Jose, authored Assembly Bill 164 which established state funding to develop programs that would provide community college access to students who were disadvantaged by social, economic, or linguistic circumstances. For the past 30 years EOPS has been providing those extra services that meet the special needs of disadvantaged students at 108 community colleges. Although the original focus was on minorities, the focus has broadened over the years to include all disadvantaged students. It is recognized that economic and educational disadvantages can affect any student. Thus EOPS at Miramar College serves students from many different cultures and has students from all ethnic groups.

The purpose of EOPS is to provide students with an opportunity to participate in a community college program of study. It is also the intent of EOPS to provide eligible students with services that may assist them to achieve their educational goal, whether a certificate of completion, an associate degree, or transferring.

To participate in EOPS you must meet certain eligibility requirements and fulfill certain requirements.

CARE (Cooperative Agencies and Resources for Education) was first established at Imperial Valley College to help single parents who were on welfare (now CalWORKs). If you are interested in this program go to the CARE page.

PARTICIPATION REQUIREMENTS

To participate in EOPS, you must complete the following requirements each semester. The purpose of these requirements is to help you succeed at Miramar College.

Orientation:
To participate in EOPS you must complete an orientation session each semester. This should be completed before the beginning of the semester so that you can receive services, such as parking permits and book vouchers, in time. During the orientation you will go over the requirements of the program, select a project, and sign the Mutual Responsibility Contract. You may also update your education plan and your Long Range Plan.
Progress reports:
All students need to complete Progress Reports TWICE each semester. These progress reports will give you a structured way to identify what is working for you, what isn't, and how you can do better in each class. Talk to each of your teachers. Use your conferences to find out how you are doing and what you can do to improve. Make sure you address all the questions on the Progress Report and write the teachers' responses on it. Your teacher does not need to sign or fill out these forms. See how you can use their answers to help you do better in each class.
PLACe visit:
All new EOPS students must complete a tour of our tutoring center, the PLACe, in D-106. Get familiar with this important campus resource. Ask the PLACe staff for a tour. The PLACe staff will show you what services are available to you and sign the back of your progress report.
Projects:
All students must complete one project each semester. Each project is designed to expand your knowledge and/or experience. Projects may focus on career decision making, campus resources, scholarships, etc.
Meet with an EOPS counselor three times each semester by appointment:
Use these appointments to complete and/or update your educational plan, complete a long range plan, or to address any other concerns you may have. Make your first appointment during the first month of the semester. The second appointment should be scheduled for the middle of the semester and the third near the end of the semester.
Establish and maintain an E-mail account:
Within the first two weeks of your orientation, you will be required to establish an email account. Let us know when you have completed this by writing to our office at icon eopscare@sdccd.net. If you do not already have an e-mail account, you can visit the ILC (Independent Learning Center) in room I-130. The ILC will help you create one for free. There is no need to have a computer or Internet access at home. You will be able to check your e-mail at school. However, it will be your responsibility to check your e-mail regularly.
