Committee Goals & Issues

The committee will develop and prioritize a contract faculty hiring list annually.

 

Procedures

The following procedures apply to ranking lists for all Contract Faculty hiring to include all Contract Faculty employed by Miramar College.

(Voting: All votes cast for hiring positions will be in a Paper Ballot or electronic tally form. A proxy must have the authorization in writing to cast the vote and each proxy can carry "Only One" vote. The Proxy can be anyone other than a Voting member of the Hiring Committee. The official written ballot will be distributed at the voting venue. Official electronic tallies will be sent to committee members by VPI office staff, only.)

Replacement Process New Hire Process
  1. "Replacements" refer to any opportunity to replace a Faculty who has retired, transferred, resigned, or departed from this life. The appropriate and current Program Review process must be available to justify this replacement position.
  2. Separations submitted after April 1st will be held vacant and back filled with Adjunct for no more than one more academic year. The position will then be included in the "replacement" process of the Fall following the late separation submission.
  1. "New hire" refers to any faculty position that did not previously exist for that specific program or service area. As such, the appropriate and current Program Review process must be available to justify this new position.
New & Replacement Hires

For instances where the district has identified that not all replacement needs will be filled.

  1. At the first meeting in October the hiring Committee will meet to review and determine the ranking criteria to be used for this cycle's ranking.
  2. By the end of two weeks after the initial meeting each department will provide the requested ranking information and narratives to justify the replacement positions to the VPI's office. This information will be collated and disseminated to each member of the hiring committee within one week. (The Vice President's Offices will provide numerical data to any requestor in a consistent format to ensure appropriate comparative qualities in the data).
  3. The hiring committee will meet at least two weeks later to rank the list of all replacements. The ranking lists prepared at the meeting remains effective until the next ranking meeting held each Fall.
  4. Once the ranked lists are determined, alterations may not be made to the lists unless extenuating circumstances occur which were not present during this list establishment cycle. The committee shall determine and agree a situation is "extenuating" by a simple majority paper ballot vote.
  5. Should extenuating circumstances occur the HC will meet to discuss and determine with a 60% paper ballot vote whether or not to create a new list of positions not yet approved by the president of the college.
  1. When opportunities are limited by the district, faculty are hired in priority order from the Replacement List, then, when completed, from the New Hire list.

Additional Hiring Committee Policies
  1. When a faculty transfers from another SDCCD college to Miramar College, the program/service area loses its similar position on the respective ranking list if such exists.
  2. It is expected that the process of filling a vacant or new faculty position will begin as soon as possible following the approval of the president and district to proceed with the search process. If a department/program takes longer than one academic year to fill the vacant or new position, the delay alone will not result in that vacant or new position being assigned to another program on the priority list, either in the academic year in which the position was approved for hire or in the subsequent academic year. Chairs and Deans will be required to report to the Faculty Hiring Committee once per year on the hiring-process status of all new and vacant faculty positions.
  3. Each school can alter a "Replacement" position from one discipline within the school to a "Replacement" or "New Hire" position in another discipline with the mutual agreement of both program's faculty, the school faculty, the school dean and the Miramar College Hiring Committee. In the case of automatic replacements from the District that position would be automatically filled in the order the original separation was submitted. In the case of limited replacements that position will be filled in the order determined in the replacement ranking list for the original position.

First Thurs. in Oct. Review Ranking Criteria, Proposal and Procedure to be used for this academic year (If we need to). Ranking Criteria, Proposal and Procedure need to be approved no later than at this meeting.
Second Thurs. in Oct. Department Chair need to inform the VPI office regarding the Subject area for the Faculty Hiring Proposal that will be submitted.
Third Thurs. in Oct. VPI office will provide Chair of Chairs with necessary data. The co-chair of Faculty Hiring will work to shared the pre-filled data with each proposal’s department Chair and area Dean or VPSS by Nov. 15, 2012
Fourth Thurs. in Oct. Complete Faculty Hiring Proposal and submit to VPI office for posting and others to review your proposal. Committee Membership will be confirmed.
First Thurs. in Nov. Oral Presentation for all proposal, 5 min per proposal
Third Thurs. in Nov. Criteria 6 and 7 will be scored by each member and submitted to the VPI’s office.
First Thurs. in Dec. Tally meeting to vote on approving the Contract Faculty Ranking Priority List
